As The Secretary of State for Defence Ben often speaks in the house with regard to his ministerial position.  This in no way impacts on his ability to represent his constituency, in fact being a Cabinet Minister means he does not bring constituency matters up in the house but instead has direct access to his ministerial colleagues concerned, which means he can highlight constituents issues at the highest level.
